question about making herb vinegar

I made tarragon vinegar yesterday from the recipe in Small Batch Preserving. You bring vinegar to a boil, pour it over the herbs, let steep ("in a sunny spot" --ha) for two weeks, then strain and bottle, with a new sprig of the herb if desired.

Today I notice some little bubbles forming at the edge of the vinegar surface. Why would there be new fermentation? And is it okay?

I used to make tarragon vinegar, but haven't done it for years. I don't remember this happening.
