Help!! The exterior of our home is bubbling and peeling off!!

Hello....We moved into our home last summer. Prior to closing on the home it was bubbling and peeling. It was supposedly remedied by scraping, priming (with Kilz) and then repainting. Now going through the winter, the house is bubbling (filled with water), peeling (we find sheets of paint in our yard), and now I have noticed staining on the paint (looks like the knots of the wood.) The house is cedar clapboard and only 9 years old. The house does NOT peel to bare wood but down to the original primer which is chalky. We removed a clapboard and the inside as well as the Tyvek is dry. I know the house was originally stained but since has about 3 coats of paint on it. We have since found out the original owner had issues with mold on the outside of the home and frequently powerwashed the home. We are in a damp area but the front of the house is out in the sun. The front of the house is the worst right now, but it use to be the side (which doesn't get much sun.) The areas that have already been scraped, primed and painted seem to be staying intact. Any advice??
