Masking tape residue on hardwood floor?

My cousin recently finished construction on his new home. After he installed the hardwood floors in the kitchen, he laid down some paper to protect the flooring and kept this paper attached by some basic blue painter's tape. Everything seemed fine until he moved in and noticed that there were glossy marks all over his kitchen floor where the pieces of tape had been. We both think that the tape had some sort of reaction with the finish on the flooring. He said he has tried Goof Off, Liquid Sand, and even steel wool.

Has anyone ever heard of this before and do you have any suggestions short of stripping the finish on the whole floor?
