Won the Suds War, but towels still scratchy

After about 2 months of washing my towels and rinsing them numerous times with vinegar, I finally got to the point that the old built up Liq Tide HE is gone. The rinse water is clean and the towels are smelling great, but they are still on the stiff and scratchy side.

I am using Sears HE powder and vinegar in the FS dispenser and dry them in the dryer, but softness eludes my towels. Is it my hard water? It varies between 10.5 and 19 gpg, so I know that may be the problem, but what can I do to get my towels soft?

Can I use something like liquid Calgon in the rinse by putting a small amount diluted with water in the FS dispenser?

Any suggestions?
