Need suggestions on new heat system.

We have a 2002 oil-fired boiler (hydronic heat) in the basement and it's a nice unit and as efficient as a 2002 boiler can be. It's actually a high-end unit, but oil is now sky high.

We're in the sunny southeast (Norfolk) and our heating bills are running $600 a month which is obscene. We've had the burner cleaned, we've insulated, restored a few windows, repaired storm windows, caulked (40 tubes), put in weatherstripping, blah, blah, blah.

We're as energy efficient as any 2,300 square foot old house can be.

We need to do something, but not sure what. I'm thinking either gas-fired boiler, or just abandon the radiators and go with a heat pump.

Suggestions?

PS. This is a photo of a rare snow storm in Norfolk, VA. We don't get much snow, but this year, we've had two storms.
