Now that I can see it better, it doesn't look as though it has a return on the interior curve, nor one on top, as most do as a "dust catcher". This would be even easier, though maybe not quite as sturdy. You could just trace the front pattern onto thin plywood, as oceanna said, cut it out with a jigsaw, and attach two straight sides for the return to the wall (usually 6"-8", if drapes are to be hung underneath). Then pad and cover with fabric. I've done quicky cornice boards from foam insulation board also, but it really needs the top return to be stable. If you use foam board, you can use hot glue and straight pins to assemble. If you use plywood for the frame, you can sometimes get away with using thin carpet padding as a cheap substitute for polywrap if you're not going for a soft, plushy look. If you can handle a glue gun or a tube of silicone caulk/adhesive (which you can get in any hardware store), you can glue a circle of green or whatever color felt to the back of your wreath, which will both mask the wreath base and keep the window from getting scratched by any wire ends. Craft felt is dirt cheap if you don't buy those little squares - fabric stores carry it in yardage. Polarfleece scrap would work well too, I think. I can speak in favor of those big suction cups - my wreaths (one decorated twig wreath, one decorated grapevine wreath) stayed up during 50mph wind gusts last night. I figured I'd find them across the street in pieces but when I went out this morning they were right where they belonged. I can see it from inside but it's clear so it's unobtrusive, and from the outside it's hidden by the wreath.

Your best bet is to do a Google search for measuring windows. Much easier to look at the illustrations given, and the instructions from experts, which you can print out. Drapery sites will definitely have instructions. And be sure to measure each window individually. They can be slightly different -- especially important if you decide to do shades, blinds or shutters. My preference would be to have two panels for each window. How did you envision how one panel would work?

My mother has a very similar treatment we did in her kitchen because she did not have the room for finials and we couldn't find a great endcap style. We used hardware called "connector bolts" I think - found them at Lowe's where they have all their hardware by category. One half is a wall/wood screw and the other half has the threading that cabinetry knobs screw on to. We just put anchors in the wall, screwed these into them, and then screwed on some chunky knobs she had found.

We put another set to either side, and use them as hangers for the tiebacks.

Don't tell me these knob hangers exist as an -actual thing- somewhere -- I was so dang proud of my "invention"!!! :*)
