Our heat pump generates ice in winter

When our heat pump goes into heating mode, water starts to drip from it, then frost starts to form on it and finally, icicles grow out of it. I wonder if ice is what keeps the fan from turning. Instead of a whirring noise, it emits a high pitched humming sound when activated. I wonder if it needs to be oiled. Also, I wonder if there should be a deicing device. When the technician came this Fall, it was hot outside and he found nothing wrong. Is something wrong with the technician?
