Cleaning performance of HE washers

I have noticed that a lot of people think that the low amounts of water and electricity used by modern HE washers can't be sufficient to achieve good cleaning results.

I have found a study performed in Germany regardig water and energy efficiency compared to the cleaning performance. The study has been done for a conference so it is not very detailed. However, the result is that the newer and more efficient washers do a much better job at cleaning clothes. The performance is tested in standardized test when it comes to stain removal and overall cleaning. This proves that the HE washers still use enough water to do their job.

I believe they just tested FLs, but the old ones used as much water as traditional TLs. The amount of detergent used makes a bigger difference in the old washers than the new ones, but all of them clean better with additional detergent.
