Misconception about US energy regulations

It seems to be a given that washers are getting increasingly stingy with water and energy use because of US government mandates. Well, I found the link below to be very enlightening.

Basically, there are tax incentives for water-pinching and energy-pinching, to meet Energy Star requirements and to go beyond them. I don't see why a manufacturer, say LG, couldn't offer a "WM1234" washer for $1000, and a "WRG1234" washer for $1200, where "WRG" stands for "Washes and Rinses Good". Buyers of the WRG series would pay more to compensate LG for the tax credit they'd be losing. Of course there's no market demand to make this happen, because hardly anyone realizes what's going on.
