Rough prices for system replacement (CA appears 3x normal price!)

3 year old house in Sacramento, CA. 3000 sq feet, 2 story. No shade yet (trees too small). Builder installed 10-SEER, 4-ton Carrier with dual-zones.

Builder load calcs: Maintain 78 on 85% of days, outside temp 98 degrees. Internal load: 2 people, 1 appliance. No factoring in 2 bedrooms above 3 car uninsulated garage that gets afternoon sun. They claim 3.5 tons needed, 4 tons "more than enough". Furnace is 5 tons (4 ton coil) single speed.

Facts: Must set thermostat to 70, house still heats up all day, gets over 80 upstairs on hottest (110+ outside) days. Usually 10+ days over 110 during the summer.

I did my own rough j-calcs. 2 dealers measured, but never bothered to get back to me. Other tell me to pay somebody else to do it!
