help please!! leaking general electric (ge) washing machine

Do washing machines come with overfill prevention devices? Just recently, when I run a large load and it hits the agitation cycle the machine starts leaking from the bottom. I removed the front cover panel of the washer and saw a plastic tube attached to the top of the tub and it ran down the side to the bottom where it was free standing. At the bottom of the tube it made a 90 degree turn and is open. This is where the leak is coming from. I do know for sure that it is not the drain tube because that is located on the other side of the washer with a pump attached. We recently moved, could an end cap have broken off?? Is that tube supposed to be attached somewhere?? Any advice would be helpful. Thanks a ton!!
