Question for knitters

My granddaughter, who is turning 20 this month, mentioned that she'd like to learn to knit. I'm planning to give her a DVD, The Complete Beginner's Guide to Knitting, which has such excellent reviews. I also want to get some yarn and needles for her so she'll have something to work with as she learns.

Do beginners usually start with a certain size needle and thickness of yarn?

I know one thing she'll want to make is a long, bulky scarf. Do you think I should try to find an easy pattern and buy the recommended needles and yarn? Or should I just buy "practice" yarn and needles? Or perhaps I should do both?

I saw a skein of yarn that offered a free pattern inside. The scarf looked a little complicated, but it said it was a beginner's pattern. It called for #19 needles, which looked unusually big to me. I wondered how much use she'd have for them. But as you can tell, I'm not a knitter.
