Key parameters in selecting HVAC replacement in Phoenix

I have found very little about issues related to our desert climate. Here, humidity in summer or winter is not an issue--commonly discussed in many postings about stats and add-on humidifiers. We like it dry all the time.

It rarely gets colder than 40 degrees at night in the winter, so the AC is much more critical than the furnace. From late May through Sep it is rarely below high 90s.

Given those conditions, any brands of AC stand out differently (Trane, Carrier, and Bryant seem to be the highest quality), which are in the tier just below those?

How much in cost savings (or kWh savings) is one additional SEER rating point worth? According to calculations I did on my last bill, I pay $.128 per kWh.
