gas furnace with HP or electric heat with hp

Our house is 9 years old, in suburb of Rochester, NY. We need a new heat pump (compressor shot after 9 years. was 3 Ton, Trane XE1000) and have to replace inside unit as well (new refrigerant, R410A). Had hp with electric back-up heat, this may sound unusual for Rochester, NY but we have fairport electric which is very cheap electric. We are considering switching to gas furnace with heat pump. Will definitely go with hp, just have to decide back up heat. Have heard conflicting info from different contractors, would like to clarify.

Salesman #1 = small operation, he is the head guy

Salesman #2 = large company, put in original system when house was built.

1. can a gas furnace operate in tandem with a heat pump if temp outside is lower than 40? or at low temps is it 100% gas heat? (temp is obviously lower than that most of the winter here). salesman #2 (wants to sell us Trane system) says Trane XV95 gas furnace and XR14 heat pump will switch to 100% gas below 40C.(because gas heat too close to air exchanger, would mess up heat pump operation) Salesman #1 recommends York system,said that they could function together, 2 stage system uses furnace with small amount of gas at temp around 30, as it gets colder ups the amount of gas through the furnace, but heat pump still operates. (like electric back-up does with hp)

2. does it make sense to add an air return in the basement? Salesman #1 claims not enough air returns relative to heat runs (21 heat runs, 11 returns). He wants to add return in basement and first floor and then use 3.5 ton or 4 ton hp instead of 3 ton. we have 3 ton now. (Salesman #2 says size of system perfect, they put it in when house built, says they always put it correct size for new build)

3. should I go with higher than 13 SEER hp?

4. Salesman #1 recommended increasing attic insulation and installing thermostat controlled attic fan. (Seems like many sites online say attic fans are NOT recommended). He took a QUICK look in the attic, said we had 9" of insulation he would increase it to 21". I imagine more insulation is always beneficial, but worry that fan suggestion is WRONG, this makes me doubt him all the way around, although he comes recommended from friends.

This is the first time we have had to do anything like this, trying to educate ourselves, but we don't really speak the language! Any input appreciated.
