Filter for heating oil

A neighbor had an oil tank supply changed from an outside buried tank to inside basement tank. This resulted in the furnace not working because of contamination (water mostly it seems) in the oil transfer from the old in-ground tank to the in basement tank.

This was corrected by letting the tank settle an then drawing from the return line until the oil looked clean.

In the process the oil tank crew, who do not sell oil furnace service, said the oil furnace should have a filter in the oil line.

Any support/advice on the need for oil filter, and what is best if there are different types of filters.
