Oil heat vs heat pump in Philly suburbs

hi there. I have an electric heat pump (currently not working) and an oil heat. Both are about 6-8 yr old.

When it's around 50 outside I turn heat, but I think I get something like fan running and blowing slightly warm air and then about 15min later oil heat turns on. I found a switch which should permanently turn off the backup (oil), but if I flip that switch off no air is coming from the air vents at all. Actually I think that my thermostat is off when that switch is off (need to check)

I'm assuming previous owners disabled heat pump for some reason.

Question - is it worth looking into fixing heat pump?

According to oil companies I talked to at price of under $3 gal it doesn't make any sense to use electric heat pumps. According to everyone else oil is the last thing you want to use even at current prices

My electric is about 8 cents per kwh (winter rate. summer is 14 or 16), while oil is currently $2.60-$3.00 range. My 25yr old house is about 3200sqft + basement. Insulation is probably not that great.

Please advise.

P.S. Air conditioner works, although my electric bills were over $400 with AC running only a few hours a day (maybe 30-40hr a week).
