removing plywood glued to concrete

We're remodeling and need to remove the old flooring to tile. Someone glued plywood on the concrete floor (lots of glue) and then put down vinyl over that. So far we've tried an air chisel, heat gun, electric floor scraper, and scoring it with a saw. Does anyone have any ideas how to get this stuff off? I thought the floor scraper would do it but we only managed to get a few square feet off in several hours. Maybe a solvent that would work on the glue used in plywood? If anyone's done this before please let me know. All suggestions are welcome.
