OT: Grocery question re: food safety. Any grocers out there?

I was grocery shopping the other day, turned down the bread aisle and they were obviously restocking and reorganizing. Some shelves were empty, but the bread was neatly stacked directly on the floor.

Does anyone know if there are rules about this? Shouldn't the loaves have been at least on a tray or up on a shelf? I am not germophobic but I know that some viruses live on surfaces for hours if not days. Just think, you take that bread home and set it on your kitchen counter, then a child comes along and makes a sandwith....

I am not a nurse, but did take some of the same classes with nurses years ago, and I remember that if anything hit the floor, it was considered contaminated and had to be re-sterilized. No 11 second rule! I don't think things have changed that much since then.

P.S. I didn't buy any bread. I didn't say anything, either.
