Glue over Cutback adhesive?

Help, I am getting different responses from different installers.

I have an existing parquet floor held down with non-asbestos cutback adhesive. We have to pull up that floor and we agree we want to go with a glue down engineered product to replace it.

One installer believes we have to put down a 1/2" plywood subfloor and glue the engineered product to the new subfloor.

The other installer said that he would scrape off the cutback adhesive and glue the engineered product right to the residue filled slab using the old style solvent based adhesive. His comment was, " I have done it dozens of times and never had a problem".

Who is right? Can you apply glue over cutback adhesive?
