leveling compound over sealed / encapsulated concrete floor

I'm going to be putting in a floating floor over my concrete slab floor, but first I'm having some asbestos-containing tiles professionally removed. There is a mastic under the tiles that also contains asbestos, and my choice is to either have it removed or encapsulated with a sealer (called Feberset PM). It's cheaper to have it encapsulated, but I don't know how flat the slab is going to be, so it may be necessary to use floor leveler in some areas. I'm wondering if you can use floor leveling cement over this stuff, or if it would be better to pay more and have the mastic removed. Any ideas?
