need some advise on safety of roast

Hello all,

Last night I had a brain blip - I set out a pot roast to thaw a bit before heading to bed, only I forgot it and left it sitting on the counter all evening. We turn the heat down to 16C in the house at night, it was still partially frozen when I got up this am. Will it be safe to cook and eat? The outside of the roast was still cool this am.

I'm so paranoid about these things.....thanks for any help you can give me! Sherrie
