Will this Scone recipe work?

Here's the recipe, and the reasons why I'm concerned it won't work are that there is no milk, cream, buttermilk, or even an egg in the recipe. The only liquid will come from the lemon juice. I really want to try it, since my Aunt in Boston took pity on me (I've been begging her for weeks) and sent me 4 Meyer lemons from the TJ's near her house. Do you believe I live in Florida, and can't find Meyer lemons anywhere? Anyway, here's the recipe:

Meyer Lemon Scones (makes 8)

2 C AP Flour

1 t baking powder

1/2 baking soda

1/2 t salt

1/4 Sugar

1 stick unsalted butter, chilled, cut into pieces

8 - 10 TBSP Meyer Lemon Juice

2 t grated Meyer Lemon zest

Preheat oven to 400. Line baking sheet with parchment. Combine flour, baking powder, soda, salt and sugar in bowl of food processor. Pulse to combine. Drop in pieces of butter, pulse until mixture resembles coarse crumbs with pea sized bits. Remove to large bowl. Add 8 TBSP juice and zest, stir dough with a fork until it comes together in a not too moist ball. Divide dough in half, shape each half into a ball and flatten each disk on baking sheet, to about 1" thick. Cut each disk into quarters, separate slightly. Bake 20-22 minutes, until scones are light golden. Glaze with 2T white sugar, 1 T lemon juice and a bit of milk. Drizzle over warm scones.

So should I try this recipe as written? Thanks in advance for all your help - I knew right where to come when I wasn't sure:-)
