Is this true about chile peppers?

I was watching an episode of 'Throw Down with Bobby Flay' on the Food channel and I heard a couple interesting things about Chile peppers.

Bobby said that as a rule the smaller the pepper, the hotter it will be. I have heard this before and the way I understand it this doesn't mean that all small peppers are hotter than larger peppers, but that within a specific type (poblanos for instance) the smaller ones are hotter than the larger ones. Have you found this to be true?

The other thing I heard on the same episode, not from Bobby Flay, but from the person he was challenging was that if the stem of the pepper is straight, it won't be very hot compared to the norm for the variety, but if the stem has a sharp bend to it, it will be very hot compared to the norm? Has this held true in your experience?
