error message, machine locked up

I have an older 500mhz pentium desktop pc I wanted to setup for the kids games. It was working fine till I tried to add a webcam to it. Something about the driver for that piece seems to have corrupted the machine at a very basic level. I am happy to reinstall Windows XP from scratch but I can't even get it to boot correctly. Right now when the machine is turned on, I get the Windows XP screen and then a blue screen (see link)from which I cannot proceed. No buttons work at that point and I can only turn the machine off. I do have the brief option when it initially fires up to go to the Boot (F2) or Setup (f8)menu but I couldn't find any settings there that applied to this error problem. Again, I am happy to scrub it clean and start from scratch if I just know how. Thanks in advance for any advice.
