Hibernate/sleep or turn off monitor/hard drive?

When I got my computer in 05, the Geek Squad or the mfr had it set to the monitor going blank & then the CPU falling silent after periods of inactivity. It could be woke with a click of the mouse or pushing any key on the board.

I changed it though so I could use screen savers. Now I want the original settings back to save some $$$ on the electric bill. But I don't know which of these settings or combination of such to use. Son tried hibernate/sleep, but that didn't work. The screen saver kicked in.

Will someone please tell me what to do? Thank you in advance!
