Backsplash on countertop and outlets overlap

Our house is being completely redone because of a house fire. We have a GC but we used our own custom cabinet builder to do the kitchen and bath cabinets. We asked him to raise the bathroom cabinets as this is what we had before and we prefer them that way (we are tall). He raised them the same height as the kitchen cabinets. We were going to install the laminate countertops this weekend but realized that the top of the backsplash comes up above the bottom of the outlets (which were already in when the cabinet guy did his measurements and drew up the plans). The GC isn't going to get involved because this was not one of his subs. Our options seem to be: 1)reorder countertops without a backsplash and put in our own tile backsplash, 2) put in tile countertops with a matching backsplash, or 3) tear out the outlets, raise them, and redo the drywall, texture and paint. My husband doesn't want to tell the cabinet guy about this (he happens to be a friend) but I think he should have realized that the outlets would be in the way of the countertops. What would you recommend? This whole renovation has been a nightmare due to shoddy work by the GC and their subs. We're doing a lot of the finish work ourselves and just want to get done and move back in.
