Oddball Shut Down Problem and Missing Driver

First Problem: (really oddball)

Windows 2000 sp4 all updates current, fresh installation.

Generic computer, MotherBoard is a PC Chips M599LMR.

Socket 7, 400 MHz, Plenty of RAM (don't remember how much).

Computer boots up and runs just fine.

But when it comes time to shut it down,

click Start>>Shut Down>>Shut Off Computer.

The computer goes thru the shutdown routine no problem.

I get the screen saying "It is now safe to turn off your computer."

I hit the power button.....and nothing happens, nothing.

Power light stays on, doesn't boot back up unless I hit Reset.

Never seen this problem before. Never even heard of it.

Anyone got any ideas??

Other problem:

Same computer, in device manager, yellow marks next to PCI Controllers.

I can't seem to find drivers for it, not even thru Windows Update.

I have been searching all day with no luck.

I found drivers for everything else.

Anyone got any ideas for this problem?
