Painting a smoker's wall

Hi

The house I am buying was owned by someone who smoked a fair bit. This is evident by the yellow discolouration (or rather the light-coloured areas where pictures once hung) on a wallpapered wall.

I am removing the wallpaper, which is only on one wall. There is no distinctive smell that would indicate that someone smokes in the house.

Do I need to clean the walls with TSP to get rid of any residue before painting? I plan to use a primer/sealer because the colour is now darker than what I want.

Or can I just paint over this?
