Getting radiant floor heat, but have some questions now

We decided to put electric radiant floor heat in our new bathroom. We originally were not going to do it, but I changed my mind. The room is fairly large, about 12x13 and will have hi-output baseboard heating. We had also planned to get a heater in the toe-kick of the vanity for some supplemental heat. However, now that we're getting the radiant floor heat, the toe-kick heater doesn't seem so necessary and the contractor said we could save about $300 if we eliminate it. Does the radiant floor heat actually add heat to the room, or just warm the floors for comfort? We live in the northeast (Long Island) where we have pretty cold winters. Do you think the toe kick heater will be a waste when we will have two other heat sources in the bathroom? Thanks, Susan
