moisture problem in room size outside access basement

Our 15 year old house is built on a hill and at one point the crawl space was so tall we were able put a finished 15 X 19 ft outside access only walkout basement room. It is insulated and sheetrocked above the stemwall and the ceiling is sheetrocked as well. There are two walls to the outside and two to the crawl space. We have two sump pumps in the crawl space that were installed 15 years ago after having water seeping into the basement.

The room has always been very damp. Just recently I noticed some mold growing on one of the outside walls. We had a cheap dehumidifier in there for awhile, but it never seemed to pull any water. From reading the posts here, I think we probably had one that didn't work at low temps. The room stays about 50 degrees in the winter.

My husband wants to tie the room into the central heating and AC, but I'm more inclined to try a better dehumidifier.

Does anyone know what would be the better approach?

The room is used for storage and as a very occasional woodworking room for my husband.
