What is this?

Closeup:

It's kind of hard to see any detail as it was up pretty high circling, but I've seen it all summer long on and off and I know it's some kind of hawk - just based on the face. It looks like it has some coloration on the tail and might be a red-tailed hawk? Earlier this summer and last, the screeches from the various circling birds were pretty distinct as "hawk".

Definitely not a turkey vulture as one of the resident TVs looks like this circling around the same area and you can't miss that ugly mug! (that only a mama vulture could love ):

These birds are flying over an area right along the city line - between Philly and Montgomery County, PA (Wyndmoor, Springfield Township). Lots of bunnies, groundhogs, chipmunks, raccoons, 'possoms, squirrels, and other small animals as food sources.
