worried, twins huge size/development difference

2nd nesting for a new pair this year. 1st nesting 3 of 4 hatched all fledged. This nesting only 2 of 4 hatched. 16 days today ( her last brood fledged 22 days). BIG concern here. I noticed a little over a week ago one chick is normal size..the other is tiny. Development and feathering is no where near where it should be for the baby boy. They are less than 12 hours apart in age. Big baby girl? is the size of Mom now, little "brother"? is about the size of a Gold Finch or smaller, still quite bald in spots. Hes quite fiesty and being fed. His face is not like any BB baby I have seen. No white eye ring, rather a racoon looking face, dark human shaped eyes, eyelids like a human always over a portion of the upper eye. Light area above the eyes like eyebrows......really very cute. Something about this baby (beside size) is not quite right. He does not seem to be focusing on anything, just staring blankly. He is active, pruning ,gaping, peeping normaly. SO the big concerns, 1/2 the size he should be, strange face and no eye focus. Gee sometimes I wish I didnt have a nest box cam....I think I worry more. Karen will post some pics (bad) from last week for me since I am so computer stupid!
