yucca cane?

A few years ago i purchased a tropical plant at a tag sale.As i live in a colder climate i would take it inside each year sometime in october until the summer came.after checking the internet ,the best i can come up with is that it is a yucca cane.My problem is,now there are shoots growing at the soil line,maybe three,very lush and green,but the top of my plant seems to be yellowing.I,m sure its not from over-watering,as i tend to not pay much attention to it during the winter.Im thinking one thing has to do with the other.Can i lop off these sideshoots without harming the main plant?......they are now about a foot long each.I am a complete novice when it comes to houseplants so any help would be appreciated.
