What I do, is grow it on indoors over the winter, and next spring you'll have a nice big bush. Next summer your plant will be in its full glory. I actually took my cuttings last November, and I have 2 nice 40 foot rose hedges now to appreciate. Just put 2 shoplights back to back, four four foot tubes, t8, buy the XHL TCP 4100K (they're about $3 apiece). the slight amount of electricity used, will generate a little warmth to help keep the room warm, so it's like getting the electricity for free winter heating. Make sure the plant does not have any aphids or spider mites, be prepared to mist your plant with soapy water on a regular basis. buy cheapo shoplights, but be sure that the ballast is rated for the full power output, and is not "energy saving".

Cannabisgrower gave you some great advice but along with that I would like to add that if you cannot grow it inside you could dig a hole about where you plan on planting next season and just place the pot and plant in the hole, have the rim of the pot come even with ground level. You could then throw some mulch around the base of the plant but not touching it, keep it away from the canes.
I did this several times and my plants and some seedlings made it through the winter okay.
I am in a different zone than you and our winters are somewhat mild but we still get below freezing temps and snow.

Mark, having grown up in northern Iowa (actually I think we're from the same area) I wouldn't chance putting it in the ground. I realize just exactly how cold it normally gets there. I'd try bringing it, but I'm also exceptionally bad at rooting roses.
