Native grass seeding rates and timing

As many of you know, I'm trying to overseed native grasses into my lawn. I know my best approach would be to kill the existing lawn, but I'm not sure I could deal with the dead lawn in the interim.

I'm planning on using two grasses: Sheep Fescue and Streambank Wheatgrass.

I've seen wildly varying seeding rates, even for lawns, so I'm hoping that people here who have successfully seeded these grasses can help out.

I'm also wondering about timing. mid August to mid September is the usual recommendation for cool season grasses. But I'm wondering how much the equation changes when dealing with native grasses and/or our climate. Would I be better off with dormant seeding? Or with a spring seeding?
