Cocoa shell mulch, flour beetles, and beans

In a raised bed where some snap beans are just coming up through a layer of recently applied cocoa shell mulch, I discovered an impressive population of small beetles and their larvae. They seem to be concentrated near the bean seedlings. I have identified these with some certainty as red flour beetles. I suspect they came from the mulch, as cocoa beans are one of the dried foods susceptible to infestation by this beetle (dried beans are, too, but they reportedly don't feed on whole, undamaged seeds). Many of the flour beetles have tiny white spots on their backs, which I discovered (under a microscope) to be translucent white mites.

Are these bugs are a threat to my plants? The seedlings look fine so far. I also have sweet corn and grain amaranth in the same bed.
