twisted red cordyline foliage- what's causing this?????

hi everybody,

I have had this red and green cord (outside) for 3 seasons- each winter the leaves get pretty damaged and fall off (it is in a pot which cannot be moved) but there is always new growth both at the top and bottom each spring and it looks absolutely beautiful till the end of fall-beginning of winter.

this year two strange things happened:

1) Almost all the leaves dried out on the tips(ends) as if they had been partially shredded. I eventually pulled those off but the second problem still exists. it also did not spreout lots of new growth at the bottom as it usually does when stalks are removed.

2)The top leaves (new foliage) are all twisted, kind of rolled up and turnining round and some do not even open.

any idea what could be causing this mutation like state?

any ideas/advice would be greatly appreciated.
