is this insect, fungus, or early signs of anthracnose?

We have two European Mountain Ash trees (approx 12' height) which were planted last year during the drought, that appear to have suffered some transplant damage. I would like to know if this is a problem that has to be taken care of, or if it will go away on its own. We were told last year (drought) by a tree-spraying company that this was anthracnose on our two trees, and that they would charge $100 per tree to undo the damage. We are hesitant to pay this amount, not only because it would be cheaper to replace the trees, but because the damage does not look like any pictures of anthracnose I have found on the web. Also, the bark appears to be peeling in some places, but the flowers seem perfectly healthy. Any suggestions?
