small beady black pest on red osier dogwood stems

A woodland-border garden I'm helping rejuvenate has some red osier dogwood, and yesterday I discovered that many of its stems were dotted with dozens of tiny (1mm) individual round black somethings, each on a short stalk. When I squeezed some between my gloved fingers they turned to black charcoal powder. They are also on the stems of a nearby serviceberry.

Today I filled a 5 qt bucket with soapy water and started pruning affected branches, dropping them in, until I saw the extent of the infestation - the beads were even on the stems down near the ground - and quit.

Any ideas what this could be and how to treat it? Am I right to assume it's a pest?
