Pests on Chestnut tree

We have a Chestnut tree in the backyard (not sure of what kind but I was told that is what it was). It is about 7 years old and has some kind of pest but I haven't been able to find info on the internet. On the leaves are lots of little insects which look like termites or gnats. The leaves are all turned into a ball and there is lots of black and white dust inside. The white looks like eggs or larvae or something. The tree has not formed a normal tree shape. It is pretty much growing taller but not many outward branches. I am not much of a gardener so forgive me if my terms aren't exact. Any thoughts or suggestions on what is going on and what I can do to get rid of these pests if that is what the problem is.
