Now that it stopped raining, how much water?

I am just wondering now that the rain has stopped, how often should I water the tomato plants? I bought a moisture meter, and says to water when the meter goes off of 4, which is th highest #. I then read somewhere that if the ground is damp below an inch not to water. I am also wondering about only water deeply twice a week, would you water lightly in between? After 3 days the ground was very dry, and seemed to stress the plants I thought.

Also, do the watermelon, cucumbers, squash, and pepper plants need more water than the tomatoes?
