Why aren't my tomato plants setting fruit?

Could it be from too much rain???

I have 16 red Brandywines. I didn't even expect them to live this long because the rain just won't stop and they've been living in a virtual swamp for the past 2 months. But to my surprise, they are all still alive and they have all been putting out flowers. However, out of 16 plants I only have ONE tomato. Not even one tomato per plant, mind you, but only one tomato in total.

In contrast, my watermelons are setting fruit like there's no tomorrow. I have dozens and dozens of little watermelons starting to grow. They might not turn out very good, as they are also being swamped, but at least they are doing something! Why aren't my tomato plants doing anything?
