newbie seed starting question

Hello everyone! I've expanded from my usual two-flats-of-annuals-sown-inside-on-a-card-table method of years past and am trying to start a veggie garden this year. Since I have so many flats planned (went a little seed packet crazy!), I've set up a shelving unit in our unheated attached garage (temps are in the 50s there these days). I started my first few packets inside on the kitchen counter (65-70 degrees) and when I started getting sprouts moved them to the garage and turned on the florescent lights for 16 hrs/day.

I know the pepper sprouts won't come up in those soil temps so I've ordered a heat mat. My question is - once things have sprouted, do they need to stay on the heat mat or can I rotate them to a lit shelf and use the mat to jump start something else? I also foolishly sowed peppers and broccoli in the same tray (rookie mistake, I think!) so will have to cut the packs apart to separate them, maybe? Don't know if broccoli seedlings will appreciate the heat mat.
