I'm thinking that Hydrangea "Lanarth White" might work. This particular cultivar needs more shade than most. I think the weeds will keep coming up, though, unless you go for more of a clumping perennial or ground cover. Maybe a large hosta? Sword fern?

Unless too damp, maybe Euphorbia amygdaloides robbie. It makes a good cover under western redcedar (Thuja plicata), anyway--operative word being "cover", if you don't want something that will creep sideways it won't work. About 2 ft. tall or more in flower, where fully developed.

Not quite as tall as you want, and becoming a bit common, Epimedium species are an effective and attractive groundcover that work well in situations like this.

I would suggest Sarcacocca rusifolia. ...a nice dark green contrast with your Styrax. Get's about 3 to 4 feet. Tiny white flowers in JANUARY, that you can smell from 10 feet away. ...always nice to have the "promise of spring" at that time of year. Shade lover. Tough, and easy to grow.

Salal might work too, though without the wonderful fragrence of the sarcacocca. I think sarcacocca needs a pretty deep shade too, mine are both planted in semi-shade and look a bit pale and unhappy. I thought one spot was deep shade, then found a bit of afternoon sun hit it through the tips of the cedars I thought would shade it.

Does Sarcocca smell like honey? There is some shrub that smells like honey I just love. Regardless fragrance is always a plus.

I also love epimedium too.

The landscapers are doing some work around there tomorrow. After they are done, I will see what will fit most appropriately.

I'd get the spigot fixed. My water bill is close to $100 a month, even after fixing the kitchen faucet and the toilet that used to run all the time.
