If you replant them, you have to leave the foliage so that the bulb can get reenergized. However, tulips in general don't naturalize well. Even the ones that do, never look as good as they did that first year. If I were you, I would dump these onto the compost pile (or in the garbage) and buy some new bulbs this fall.

Some tulips will do pretty well the 2nd and even the third year, so if you have an area in a cutting garden where you'd normally plant annuals, you could consider planting these there. Keep them dry over the summer, they prefer that (which is one reason they're a little tough to site in a mixed bed).

When you say "a bag of bulbs" it sounds like they've had the soil around the roots removed. That isn't a good indicator - they need roots, leaves, soil and sun to generate enough energy to make flowers for next year.

I'd toss them. Even in the best plantings (depth, fertilizer, soil, location, etc.), tulips for me bloom 2 years (second year blooms are much smaller) and then are just foliage. I treat as annuals and discard them every year as I don't like the foliage without blooms that comes back. And it sounds too that the bulbs are coming you in not the best condition.

Sorry Kim but I tend to agree with the other posters. The previous owner here planted a ton of tulips some 6-7 years ago. Many have either died out or the bulbs have been munched by critters. Those that are still growing are mostly foliage, which the deer nibble down to a sort of ground cover. A few escape the deer's notice, and actually bloom here and there.

I too would compost your bulbs. Tulips are generally a short-lived bulb (except perhaps the heirloom varieties?), beloved by many critters, and not worth the trouble to grow, except maybe as Sedum says as an annual.

If you have tons of energy and want to try planting them, add some compost and bulb fertilizer to planting holes. Or try daffodils instead, which have none of the above problems!

I have planted a lot of the inexpensive tulips and they do great! They come back every year and even grow baby tulips. :) I get more tulips every year. My father's tulips have been coming back for three decades now.

I plant mine along a wooded edge where they get enough sun to make a nice little spring display. The squirrels do love them too. Lol.

I say go for it. Who knows. If you have a great compost pile, plant them in the middle and see what happens. A friend of mine accidently made the most beautiful display of daffodils that way.
