Hairy Vetch and cover crops.....

Part of my new system of gardening this year, I am going organic for one, then I am switching to a no till method of gardening. Considering that at the end of the season I am planting cover crops. But everything I have read has stated you till them back in at the end of the season. Now I am wondering if I need to just go ahead and invest in a tiller and be done with it. Or can you just use the crop cover like mulch at it will break down and be ok??

I am asking now because if I need to invest in a tiller, then I am going to do it now and save myself a back ache. hehehe..
