Using Cover Crops As Mulch

I am a great fan of a winter rye/hairy vetch cover crop. Hitherto I have always incorporated the cover in the spring, burying everything. For next spring I am contemplating mowing the cover to ground level, leaving the growth as a mulch, and planting tomatoes, onions, and potatoes into the stubble.

Does anyone have experience with this approach? Does it present problems? My aims with this mix are, in order of priority: weed supression, nitrogen scavenging, nitrogen fixation, and improved soil structure. I am hoping for better weed supression, but won't I lose much of the nitrogen scavenging? Regards, Peter.
