Plants for hardpan? Any success stories?

I know that is kind of an oxymoron, but I am getting nervous about how to landscape here at my new home (new construction). We have about 8" of high quality topsoil which is just wet and sludgy due to the poor drainage below. I was not aware of this issue until I put in bulbs in the fall. It took about 15 minutes to dig each hole.

I am feeling kind of depressed about this situation and wonder what kind of plants to use that will perhaps break through the hardpan over the years or survive with shallower root systems.

I am new to Zone 5, new construction and poor soil. My last house had the most amazing soil and I am mourning the loss... Any advice? TIA
