Is this recipe safe for BWB canning?

My late aunt always made this relish for the church bean suppers. I have made it for years but have never canned it.

Church Relish

8 lbs. tomatoes, peeled & chopped

1 lb. onions, slivered

1 lb. green pepper, slivered

3 cinnamon sticks

1 cup sugar

1 tbs. mustard seed

3 cups vinegar

2 tbs. salt

¼ tsp. cayenne

1 tbs. whole cloves

Combine ingredients in a large stockpot. Bring to a boil then reduce heat and simmer on medium heat for 1 hour. Chill and serve with baked beans and ham.
