Elderberry Jelly problems

I am new to making elderberry jelly. I make and sell 15-18 different types so I have some experience. However, it is more like syrup than jelly. However, it is starting to jel on the bottom of the jar, just barely. I made it 5 days ago, could it still gel up or should I dump it out reboil and add some more pectin? Pectin was good, Sure-gel powdered. The other 56 jars of other types of jams and jellies set up great that night.

Also, any tips on how to get it to gel so I don't have this problem again.
